I have an ACT score of 28 which is okay but i want to apply to competitive schools?

so what i wanted to know is if when the look at my score do they just look at the whole score or do they look at the break down of it. Because my reading and math scores where a 32 and 29 respectively . Which isn't to bad but my other score were UM not so great so like how much does that weigh into the overall decision
