Are psychology doctorates very very competitive and hard to get accepted onto at bad unis as well?

I'm thinking of applying to a doctorate at a bad uni because hopefully they are SIGNIFICANTLY less competitive. Does anyone know if London Met doctorates are very competitive??? University of East London offers psych doctorates and it's a bad uni(sorry) yet they are still very VERY competitive.
