How competitive is the USF civil engineering program?

I got a composite score of 20 on the ACT (19 in English, 24 in Math, 18 in Reading, and a 19 in combined English/Writing) and I'm planning to retake it and studying for it. So, if I gained a few points would I have a good chance of getting into the program?
