Hard Cap or Soft Cap? Basically Big Markets vs. Small Markets?

Do you want a hard cap where everything is fair and the league becomes competitive again? Or, do you want the same rules with the big market teams always winning the title and the small market teams drafting talent that will eventually leave them for big markets? Do you want a contraction of the Cleveland's, Milwaukee's, Indiana's, etc.?
